Since it was a frequently visited place mainly by soldiers, it would enable them to gather information for the Israelite’s coming attack.

However their choice was Divine Providence. The Most High chose the most unlikely location in that city.
Above the high wall, in a place of ill repute and associated with sin, lived a prostitute who fervently wanted to know the God of Israel. That was why He went to meet her. In the same way, the Lord Jesus continues His mission to rescue lost sinners.
Those who are humble enough to seek His help find it and are given another chance. But the lives of those who consider themselves righteous in their own eyes cannot be transformed because they are blocked by pride.
